Jury finds Vernon Parish man guilty of second-degree cruelty to a juvenile

Vernon Parish, La. (10/28/2022) – A Vernon Parish jury convicted a Vernon Parish man for three counts of second-degree cruelty to a juvenile. Rosepine Police Department and LSP discovered the cruelty in July 2020.

Allen Clayton Fulks, 23, of Vernon Parish, was found guilty as charged on three counts of second-degree cruelty to a juvenile.

It was determined that the child had been severely beaten and deprived of food and water. RPD and LSP immediately notified the Vernon Parish Sheriff’s Office investigators, who took over the investigation.

The jury deliberated for approximately 40 minutes before returning a unanimous guilty verdict as charged on all three counts. Sentencing has been set for December 20, 2022, for Fulks. It is expected that Stacey Lynn Tharpe and Dakota Wayne Singletary will be sentenced on the same day.

Tharpe and Singletary, having already pled guilty to one count each of second-degree cruelty to a juvenile, testified at the trial against Fulks.
