MANGHAM, La. (UrbanCast: 10/26/2026) — State investigators arrested Mangham’s police chief and former assistant chief Monday following an investigation involving donations and deleted police records.
Louisiana Attorney General Liz Murrill identified them as Police Chief Perry Fleming, 68, and former Assistant Chief Dakota McKinney, 32. Authorities booked both into the Richland Parish Detention Center on October 26.
The Louisiana Bureau of Investigation opened the case in April after village officials requested assistance.
Investigators allege Fleming deposited seven donation checks totaling more than $6,400 into a beneficiary account. The donations supported the family of an officer who died in a line-of-duty shooting in October 2020.
However, investigators said the family never received the money and knew nothing about the account.
Agents allege Fleming spent $1,844.61 from the account on personal travel expenses during National Police Week in 2021. Meanwhile, the officer’s three adult children paid their own expenses to attend their father’s memorial service. ag.state.la.us
Investigators also accuse both men of arranging the deletion of police records from department computers.
Fleming faces one count each of felony theft and money laundering. He also faces two counts each of injuring public records, obstruction of justice, criminal conspiracy and malfeasance in office.
McKinney faces two counts of criminal conspiracy. His other charges include one count each of injuring public records, obstruction of justice and malfeasance in office.
Authorities set Fleming’s bond at $5,500 and McKinney’s at $2,500. The investigation remains ongoing.
“One of our most solemn duties is honoring our fallen officers and helping look after their families,” Murrill said.
Both men are presumed innocent unless proven guilty in court.
