TOWN OF BOYCE SECURES $4 MILLION COMMUNITY BENEFIT AGREEMENT FROM DELTA FORGE 1 PROJECT

Mayor Kelvin McCoy’s advocacy and collaboration with Louisiana Central and Applied Digital bring significant new investment opportunities for community improvements, infrastructure and long-term growth.

BOYCE, La. (UrbanCast: 10/14/2026) – The Town of Boyce has secured a $4 million community benefit agreement associated with Applied Digital’s Delta Forge 1 AI Factory Campus project in Rapides Parish, marking a significant investment in the town’s future and creating new opportunities for community improvements, infrastructure enhancements and economic growth.

The agreement is the result of Mayor Kelvin McCoy’s direct advocacy and ongoing collaboration with Louisiana Central and Applied Digital to ensure that the Town of Boyce shares in the economic benefits generated by one of the largest private-sector investments in Central Louisiana’s history.

The $4 million commitment will provide resources to support town beautification, infrastructure improvements, community messaging, enhancements and other strategic priorities designed to strengthen Boyce’s quality of life, improve public spaces and position the community for future growth.

“This is a tremendous opportunity for the Town of Boyce and the people who call this community home,” said Mayor Kelvin McCoy. “From the beginning, I believed that a project of this magnitude should create meaningful opportunities not only for the region, but for the communities closest to it. I made it a priority to advocate for Boyce and ensure our town had a seat at the table. This $4 million agreement represents an opportunity to make improvements that will benefit our residents, strengthen our infrastructure and help us build a better future for generations to come.”

Boyce Occupies a Strategic Position

Located in northern Rapides Parish, Boyce occupies a strategic position within Central Louisiana’s growing economic corridor. Its geographic proximity to the Delta Forge 1 development, access to major transportation routes and connectivity to the broader regional economy make the community an important stakeholder in the area’s continued growth.

Through discussions with Louisiana Central and Applied Digital, Mayor McCoy emphasized Boyce’s unique position and the importance of ensuring that surrounding communities experience tangible, long-term benefits from transformational economic development projects.

“Boyce may be a small town, but our vision for its future is anything but small,” McCoy said. “We recognize the importance of responsible economic development, and we also recognize the opportunities it can create for communities like ours. This agreement gives us the ability to address important community needs while making strategic investments that will help Boyce grow and prosper. I appreciate Louisiana Central and Applied Digital for recognizing the value of our community and working with us to make this possible.”

$3.6 Billion Investment in Rapides

The Delta Forge 1 AI Factory Campus represents a $3.6 billion investment in Rapides Parish, bringing new jobs, infrastructure development and significant economic activity to Central Louisiana. The $4 million community benefit agreement extends the potential impact of that investment to the Town of Boyce through dedicated resources for local improvements.

Transformational Investment Should Extend Well Beyond the Boundaries of Our Project

“At Applied Digital, we believe the impact of a transformational investment should extend well beyond the boundaries of our project site and create lasting opportunities for the communities around us,” said Gail Adams, Community Engagement Coordinator of Applied Digital. “Mayor McCoy has been a strong advocate for the Town of Boyce, and we appreciate his commitment to ensuring that his community shares in the opportunities created by Delta Forge 1. This $4 million commitment reflects our dedication to being a responsible, engaged community partner and investing in improvements that will make a meaningful difference for local residents. We are proud to work alongside Mayor McCoy, Louisiana Central and our regional partners to help build a stronger future for Boyce and all of Central Louisiana.”

Louisiana Central President and CEO Chris Masingill recognized the significance of the agreement and the importance of including communities such as Boyce in the region’s economic development progress.

“Major economic development investments should create opportunities that extend beyond the boundaries of an individual project,” said Chris Masingill, President and CEO of Louisiana Central. “Mayor McCoy has been engaged in advocating for the Town of Boyce and identifying how this transformational investment can create lasting benefits for his community. Given Boyce’s geographic location, connectivity and relationship to the project area, incorporating the town into this community benefit agreement made sense. We applaud the mayor’s leadership and look forward to continuing our work together as Boyce, Rapides Parish and the entire Central Louisiana region experience the long-term benefits of this historic investment.”

Mayor McCoy emphasized that the town would approach these resources with a focus on responsible planning, community needs and long-term value.

$4 Millon Dollar Investment in Boyce

“Four million dollars represents a significant investment for a community our size,” McCoy said. “Our responsibility now is to make sure these resources are used thoughtfully and strategically. We have an opportunity to improve the appearance of our town, strengthen essential infrastructure and make investments that our residents can see, experience and take pride in. This is about more than dollars. It’s about creating a stronger Boyce and making sure our community is part of Central Louisiana’s economic future.”

As the Delta Forge project moves forward, the Town of Boyce will continue working with regional partners to identify opportunities that support sustainable community development and maximize the benefits of this investment.

“This is an exciting chapter for Boyce,” McCoy added. “We are committed to building on this momentum, making meaningful improvements and demonstrating what can happen when local leadership, regional economic development partners and private industry work together toward a shared vision.”
