PINEVILLE, La. (2/4/2025) – Police arrested a panhandler in Pineville after discovering methamphetamine, marijuana, and drug paraphernalia during an investigation in the Kingsville area.
Officers made contact with David Normand, who was soliciting money when they determined he was violating Louisiana Revised Statute (RS) 14:97.1, which regulates panhandling and aggressive solicitation in public spaces.
Under RS 14:97.1, it is illegal to panhandle near roadways, banks, ATMs, or private businesses without permission. The law aims to prevent public disturbances, reduce traffic hazards, and deter fraudulent solicitation.
During the investigation, authorities recovered 27 grams of methamphetamine, a small amount of marijuana, and various drug-related items. Normand was taken into custody without incident.
The Pineville Police Department emphasized the impact of panhandling on the community, noting that most panhandlers are not homeless and often use donations to support substance abuse.
PPD urged residents to donate through legitimate organizations rather than giving directly to individuals on the street. They reaffirmed their commitment to public safety, thanking the community for its support.
