ALEXANDRIA, La. (1/27/2025). – An investigation into the drone smuggling of drugs, cell phones, and contraband into a Federal Prison has led to multiple arrests. The Grant Parish Sheriff’s Office and the Rapides Area Drug Enforcement unit collaborated to uncover the operation.
Authorities arrested five individuals from Houston, Texas, involved in flying drones to drop items into the prison:
- Luis Alberto Aparcio-Portillo, 25, was charged with distribution of marijuana, taking contraband into a penal institution, criminal conspiracy, accessory after the fact, and criminal trespassing.
- Roberto Mendez, 26, was charged with distribution of marijuana, taking contraband into a penal institution, criminal trespassing, and criminal conspiracy.
- Amy Portillo, 18, was charged with distribution of marijuana, taking contraband into a penal institution, accessory after the fact, criminal trespassing, and criminal conspiracy.
- Edwin Portillo, 17, was charged with distribution of marijuana, criminal conspiracy, criminal trespassing, and taking contraband into a penal institution.
- Laura Martinez, 35, was charged with principal to distribution of marijuana, taking contraband into a penal institution, criminal conspiracy, and criminal trespassing.
U.S. Immigration and Customs Enforcement (ICE) has issued a detainer on Laura Martinez, who is reportedly in the country illegally.
Investigators seized nearly $12,000, believed to be proceeds from narcotics distributed through this operation. The arrests underscore law enforcement’s commitment to disrupting illegal activities that endanger prison security.
