ST. LANDRY PARISH, LA (4/22/2025) — A joint investigation by the Louisiana State Police Insurance Fraud/Auto Theft Unit (LSP-IFAT) and the Office of Motor Vehicles (OMV) has resulted in the arrest of five individuals linked to a widespread fraudulent paperwork operation involving vehicle documentation.
The investigation was launched on March 28, 2025, after OMV headquarters received an anonymous tip. LSP-IFAT’s Breaux Bridge Field Office partnered with OMV investigators to uncover a pattern of fraudulent activity across multiple offices.
According to authorities, the operation included fake proof of insurance, falsified bills of sale, and altered vehicle titles. Investigators identified and arrested the following individuals:

- Maria Alejandra Herrera-Alvarez (36):Â 36 counts of filing false public records
- Winston Wilfredo Mora Perez (25):Â 36 counts of filing false public records
- Jose Luis Alarcon (34):Â 12 counts of filing false public records, 1 count of operating a vehicle without lawful presence in the U.S.
Processed at St. Landry Parish Jail:
- Siervo Amador (32):Â 32 counts of filing false public records
- David Steven Amador (19):Â 32 counts of filing false public records
The investigation remains ongoing.
